Requirements

Non-Gmail user can only visit, but can't add, edit any snippet.
Only signed in user can add new snippet and edit his own snippet.
You can use rst(reStructuredText) format or plaintext format to write content, and if you want to use syntax highlight, you can see examples at http://www.djangosnippets.org/snippets/42/ (syntax highlight only supported in rst format)
After you finished new snippet, other people will not see it immediately, it needs me(administrator) to publish it. But you can see it and edit it.

Common users can add new snippet, edit his own snippets
Administrator can add new snippet, edit any snippet, delete any snippet, publish or un-publish snippet, enable or disable comment
